    what are the differences between the two questions:
    Why couldn't he has come to the party?
    Why couldn't he come to the party?

    I think the first should be Why hasn't he come to the party?
    I'm not a teacher, so please consider any advice I give in that context.

    • "What is the reason he didn't go come the party?"

    (He might have changed his mind about going.)

    Re:
    • Why couldn't he come to the party?

    Meaning:
    • "What prevented him from coming to the party?"

    (Perhaps some urgent matter demanded his attention.)
