    I was wondering which is right
    I have created last week or
    I had created last week?

    "Last week" usually requires a past tense simple :

    I created a project last week.
    The project had been created when he came back to work last week.-past perfect passive.
    I had created the project before his arrival last week.-past perfect simple active .
