    or

    For him, to rebuke Joe as “arrogant” and to rebuke Paul as "proud" count as a work of charity.

    One act: For him, this one general act counts as.... (OK)
    Two acts: For him, these two separate acts count as.... (OK)

    Since there are two rebukes, I would use "count" and "works of charity".
