    toss-out-the-baby-with-the-bathwater situation

    Hi all!

    The following excerpt is from a daily newspaper.

    "It's a classic toss-out-the-baby-with-the-bathwater situation. Thailand's investment climate is worsening amid political instability, foreign-ownership probes and capital- control policies, Standard & Poor's said in a report last week."

    I would like to know the meaning of an adjective "toss-out-the-baby-with-the-bathwater" preceding the noun "situation" in this context above. Could you please do me a favor?

    I'd understand that there has been an effort made to eliminate some of the negative things connected to investment in Thailand but that in doing so, all investment is being scared away (i.e. the good aspect is being eliminated as well).

    to toss out the baby with the bathwater = to lose something of value in the course of doing something for the benefit of that valuable thing

    baby = valuable thing
    bathwater - you've been giving the baby a bath [and then, in emptying the bath, thrown away the baby]

    According to the S&P report, Thailand is in an economic decline made worse by the very steps Thailand's government is taking to treat that decline.
