    personally passed by the manager

Sign in a restaurant: All drinking water in this establishment has been personally passed by the manager.

Please explain what `personally passed by the manager' refer to in this sentence?

It has a double meaning, Gary and is likely intended as a joke. 'personally passed' can mean "checked carefully for quality" and the second meaing is "peed or urinated".
