    I think "as costly as it can be to consumers" modifies the following main clause. In other words, The constant turnover of new styles is essential to the business of fashion, which is as costly as it can be to consumers, or just say which is extremely costly to consumers. To say briefly, th turnover is essential to businesses, but is costly to consumers.
