A straightjacket prevents movement. (Check the spelling.)
So an intellectual straightjackets prevents free thinking, creativity, etc.

Straitjacket - Wikipedia, the free encyclopedia

The "strait" part comes from an old word meaning narrow/restricted (though, as Wikipedia says, the -gh- spelling is acceptable now).

So an 'intellectual straightjacket' is a system of restrictions on intellectual behaviour [often imposed for the imagined 'good' of the person so restricted].
