    stopgap recourse

    The government, it seems is willing to entertain city consumers for now, ready to pay extra for that shortfall from other power selling agencies.

    But this stopgap recourse could prove costly in the long summers to come. And if the power firms fail to buy power by Tuesday, Mumbai could well be powerless for an average of 30 to 45 minutes every day.

    What does `stopgap recourse' mean in this context?

    Could you explain it please?
