    Passive voice?

I've got confused with this sentence:
Who used to use the book on shelf?

    And rewrite, starting like this:
    Who__________________by?

Then I write: Who was the book on the shelf use to be used by?
    Is it correct?

    No, sorry, that's not correct.

I'm not sure I understand your question... I'll try to figure out what it is that you want exactly.

    Re: Passive voice?

The correct answer is: Who did the book use to be used by?
I can't understand why "did" stand here

    Re: Passive voice?

Verb phrase: used to be used
    Main verb: used
    Subject: the book

Statement: The book used to be used (by...).
WH-question with DO-insertion: Who did the book used to be used by?

Note, the main verb is used, a non-BE verb, so DO-insertion is required.

    BE verbs
Ex: You are happy => Are you happy? <invert the subject and the verb>

    Other verbs
Ex: You used to swim => Did you use to swim? <DO-insertion>

    All the best.
