    "He made a quick response to my call."

    Does this mean:

    1.He answered/picked up the phone quickly.

    or

    2.He replied to me/called me back quickly.

    ?

    It could mean either, though answering the phone seems less likely. It could also mean that he took action quickly as a consequence of your calll, which seems the most likely to me.

    I agree with TDOL. A more natural sentence would be: He responded quickly to my call.
