Workstation dictates wether there is a rotary switch on the device.

This would depend on what came before and after this phrase. The concept of what the rotary switch was for is the most important bit of your document. What is the switch for? What is the effect if it isn't there?

You could say any of the following:

    1. Some models of workstations have a rotary switch.

    2. It depends on the model of workstation whether they have a rotary switch or not.

    3. A rotary switch may be installed, depending on which model is supplied.

Without further information about what the switch does, I can't give a more precise answer.
