    I don't know whether I understand the question but when mean means involve it takes the gerund:
    I will go there even if it means going into danger

    I don't think you can substitute involves for means there. BTW, I would write the sentence thusly:
    If we reclaim more land we can feed more people.

    I agree with both of you.

    To reclaim more land means (we can plant more crops and we'll have more food) to feed more mouths.
