    The adverb is problematic. Unless that is, it's supposed to mean (just) now.

    Try these,

    I understand it now.
    Now I understand it.
    Now I get it.
    I get it now.

    Does that help?

    Do you mean it should be 'I have understood just now' ?
    If so, is it okay that the present perfect tense is used with 'just now' (time element). By the way, is it correct to use the phrase 'time element'?

    That's one possibility, yes, but the more common / commoner way to express it is with the simple past, I understand it now.

    Just now is an adverbial phrase.

    Does that help?

    If so, is it okay that the present perfect tense is used with 'just now' (time element).

    In grammar, when we say "I saw him yesterday", is 'yesterday' termed 'time element'? If not, what phrase should I use?

    In your example sentence (just) now may sound awkward for some speakers because that adverb of time limits the verb's scope. That is, present perfect verbs express a continuum (from then to now); (just) now alters that continuum; it expresses a specific time. Modify a present perfect verb with (just now) and it renders the sentence awkward. Unless that is, the verb + adverb pairing is synonymous with just finished. Like this,

    Ex: I have eaten (it) just now.
    Meaning, I have just finished eating.

    Ex: I have understood it now.
    Meaning, I have just finished understanding it.

    Does that help?

    Instead of 'time element' try, adverb of time.

    Just say "I understand it now" or, simply, "I understand." If you're writing an essay, for example, and indicating a difference in understanding between two time frames, then using "now" would be appropriate in contrast to the other time of understanding (or lack thereof).
