    Exclamation stylistic device

    Can you please help me? I wonder what kind of stylistic (syntactical) device is used in the following example:

    "Hydraulic – you fill a tank full of water at the top and down she goes; meanwhile the other car comes up from the bottom. Like buckets in a well."
