    hi,

    Is a Wheelchair-bound man someone condamned to stay on his wheelchair?

    Yes. A wheelchair-bound person is someone who is unable to walk so is always in a wheelchair. You may also hear the expressions bed-bound (someone who is unable to get out of bed) and house-bound (someone who is unable to leave their home).
