    "A Policy Consensus under Strain"
When policy consensus is under strain, it is harder to have consensus. Strain in terms of making greater efforts to reach consensus. But what is the metaphoric image of seeing something under strain? I am trying to use Lakoff's metaphor theory to explain the sentence. Thanks.

I had never heard of Lakoff until now, but using his idea of metaphor as "embodied," how about the image of a fat woman's corset under strain, seams bulging and about to split?

Now the corset actually is the tight garment. When the consensus is under strain, it is harder to get consensus. I am trying to construct the mental picture of the "consensus" tight garment under strain. I still have problems relating the two together. Can you shoot a imagery picture for me? Thanks.
