    operational&operative

    The nuclear power plant will not become < > until all the safety equipment has been thoroughly testd.

    A. operational
    B. operative

    In my thought, both of them are adjectives.
    Please let me know the difference of the meaning.

    Both are acceptable in this sentence. There is a slight difference:

    operational = ready for use > everything is completely tested and ready to go.
    operative = functioning > actually working
