    budgeting for a deficit

    "The university is budgeting for a deficit."
    I wonder what this means.
    1. The U has incurred or is expected to incur a deficit
    of 1,000 dollars, so a new budget is parepared to take
    care of it. ???
    2. Is the budget itself a deficit? The expected income is
    1,000,000 dollars, but the expected expenditure is
    1,005,000 dollars. ???
    3. anything else?

    To me, it means that they are expecting a deficit, so their plans will take this into account and, presumably, try to minimise expenditure.
