    I would like to ask the meaning of the words underlined below:

    Perspicuity requires a style at once clear and comprehensive and entirely free from (1)pomp and (2)pedantry and (3)affectation or any (4)straining after effect.

    'If you want to write clearly, your style should be free from...'. A dictionary should do the rest, apart perhaps from 'straining after effect' [=making visible efforts ('straining') to achieve ('after') one particular thing ('effect')]
