Advanced level courses are courses for those who have a good command of English and want to know some peculiarities of the language. Advanced level courses start from upper-intermediate level (then advanced, then proficiency)

    There is no exact meaning.
    It is all context driven.
An advanced level course for an English learner has an utterly different meaning to an advanced level course for a student of Shakespeare.

Yes, Masters' courses would be considered to be advanced when compared to undergraduate.
You have hit the nail on the head with this question. Advanced level courses is not definitive, it is only a comparison.
