    - I live at 356 / 9E Washington street, ward 9, Florida.
    - Is this sentence grammatical?

    It is grammatical, but no one will find you. It indicates no city. Also, 'Street' and 'Ward' should be capitalized-- though I don't think Florida residents include a ward (if any) in their addresses.
