Is there any difference in meaning between the two sentences?

All I can tell you is that possessive noun phrases with of normally retain the apostrophe form which would occur if they (i.e. possessive noun phrases) preceded a noun:

I'd like to introduce Mark, my father's business partner. = a business partner of my father's.

Not much. I see the matter in this way:

a business partner of my father = a business partner that my father is dealing with (expressing co-operation)
a business partner of my father's = my father has got a business partner (expressing a kind of 'possesion')

I am a fan of David Beckham. = I am a fan interested in David Beckham's life as a whole
I am a fan of David Beckam's. = David Beckham has got many fans, including me; I am one of his (David Beckham's) fans
