They had to test the car before buying it.
He had a test in English yesterday.

Testing is the process of the test.

testing is the present continuous tense of the verb to test
testing means that the action is doing at the moment
test is a word

They mean the same thing. Testing and test are synonims.:-D

Disclaimer: I am not a teacher.
My two cents:
Testing= is a gerund, which is a verb-form noun
Test= is a noun.
So when there is a noun in existence, one should not use the gerund as a noun instead. In your case, nuclear test therefore prevails over nuclear testing.:cool:
