    Lightbulb feeling hard done by

“Well, if it really was the case that their affair remained platonic, Nehru must have felt somewhat cheated. Edwina had had lovers before. Pamela Hicks readily admits as much. Paw Robeson, the black American actor, was rumored to be one of them. So, if Nehru didn’t make it to the list I, for one, would argue that he had grounds for feeling hard done by. “ What does “feeling hard done by” mean here? From the context it should mean “cheated”, but I’m not sure.

Yes- he didn't get what he should have. Mind you, South Asian friends have assured me that he wasn't, er, hard done by in this case.
