    to first or first to

Hi, I was just wondering where to place the word “first” in the following sentence (and why):

    1. “He brought up an idea & that was to first tell the similar issues apart.”
    OR
    2. “He brought up an idea & that was first to tell the similar issues apart.”
    Thanks in advance.
