    Talking fish with bicycle

    I remember to have read somewhere a slang idiom which has the words like " a fish with bicycle" or " a fish without a bicycle". I didn't take much interest in it at that time. But now the words keep ringing in my mind. Will you please give me the exact idiom with its meaning. Thanks in advance.
