    or

    It depends on what was sent- if it was a substance, then say 'all was sent', but if it was something that could be counted (objects), say 'all were sent'. I wouldn't use 'quantity' in either sentence.

    Nevertheless if Quantity is considering as a noun is it plural or singular?

    "The full quantity was sent" would be an alternative way of saying this. "Quantity" will be singular in this context - it is one quantity.
