    Smile to lose the plot

" the tenor of the Catetaker Administration's (CA) reaction to major developements like the recent campus riots, the targetting of two main political parties while leaving the Jamat-i-Islami out of the perview and the arrest of the leading ladies of Bangla politics would suggest the CA has lost the plot." What is the meaning of "lost the plot" in the above. Is it same as " to miss the wood for the trees"?
