    You need to check whether the noun within the prepositional phrase (with of) is singular or plural; if singular, use the singular verb; if plural, use the plural verb; if there's only the percentage, use the singular verb again:

    A: In Poland, 75% of people own a mobile phone nowadays.
    B: Oh, 75% (= the amount of something) is a lot.


    Around 25% of water is wasted around the world every day.
