Default How can I express this in a better way?

Hi. Iīd like to know if the following sentence sounds appropiate or if there is another way to express this better:

NINE JUSTICES FORM THE US SUPREME COURT.

I have doubts regarding the verb "form", but I donīt want to use a passive structure.

    Thanks!

This seems a perfectly adequate sentence. The verb "form" here is correctly used > Nine judges [make up] the US Supreme Court
