    I don't recognize this phrase as an idiom.

    It makes perfect sense as it is written. You would have to show the context of the rest of the writing to show it to be an idiom.

    "Throw the switch" can carry several meanings - with fuller context it will be possible to identify which one is intended in this sentence.
