    Note the word "as" preceding the above phrase. This reveals that the phrase is a simile describing the person who is the subject of the writing.

    The phrase compares his action to that of a high stakes gambler. High stakes means that there is a lot of money involved. The tables are the gaming tables of a casino. But this is not a real casino, it is area of museums and culture in Western Europe.
