    Default with.

    Could this sentence:
a-I let the cat out of the bag with James.
    Have two meanings:
1-James and I let the cat out of the bag.
2-I let the cat out of the bag as regards James. (I let James know what he wasn't supposed to know.)

If you informed James, then you it would be better to say 'to James'.

"He let the cat out of the bag" is like its sister phrase "He spilled the beans" in that it usually stands alone. Context will reveal what information was divulged.
