    Smile summer will arrive/have arrived

By the time we meet again, summer will arrive/have arrived.

Do both arrive and have arrived fit in the above context? If yes, are they different in meaning? Thanks.

With the phrase "By the time", "summer will have arrived" is your only option> to see why, reverse it: Summer will have arrived by the time we meet again.

To use "will arrive", you would have to phrase the sentence differently: "Summer will arrive before we meet again"
