    Smile cats rule!

More recently, Puss-in-Boots appeared in the movie Shrek 3, andrumor has it that he may soon star in his own film.
Well, it looks like the cat is out of the bag! When it comes to famous four-legged friends, cats rule.

What does "cats rule" signify? Is it "cats are dominant?" Thanks.

In the mind of the speaker, cats are the best, so for them, cats would dominate, I guess.

"________ rule(s)!" used to be a common expression in the US some years ago to describe something that was your favorite, or that you thought was the best:

    "Freddie Mercury rules!"
    "Pac-Man rules!"
    "My new Reeboks rule!"
