Smile the strength of the city

What happened to the parade after the 9-11 attacks on New York?
Answer: The theme of the parade was based on the strength of the city.

How should I interpret the strength of the city? The strong points of the city? Thanks.

It means the character of the city and its response to the tragedy of the 9/11 attack.

Thanks, Naamplao, for the clearcut reply.
But I'm still a bit confused because I can't locate your definition of strength in my dictionary. How did you come by it?
