    Has or Have?

The proposed MOU has to be studied carefully for its legal implication before any decision can be made.

    What does MOU stand for?
I'm not a teacher, so please consider any advice I give in that context.

Has- memorandum is singular. If it were 'memoranda', then 'have' would be correct.

    You're welcome.

PS- the plural of 'memorandum' is also written as 'memorandums', but some object to this.
