    plural vs singular

    hello everyone :)

    I wanted to ask you about verb and singularity (i don't know if this is the correct term for it though)

    I originally wrote

    "In this aspect, the summit IS actually another unilateral supports given to North Korea."

    one of my friends argued that it should be "ARE" because "supports" is plural
    the other argued, "ARE" shouldn't come after "the summit" because the summit is singular. but he agreed "IS" sounds awkward, because
    singular becomes plural.

    both "is" and "are" seemed wrong.

    which is correct?


    also,

    about the usage of "that":
    the original text was
    "this is a step towards the reunification of two people, that had long been one family but divided in the recent 50 years."

    one suggested that "that" cannot come after "," in any case.
    she suggested "two people" should be "two peoples," but others thought "two peoples" sounded just too weird.

    the original intention of the word "people" was meant to indicate the South Koreans and the North Koreans.

    You can say...
    1...'In this aspect, the summit is actually another unilateral support given to North Korea.' (support, not supports)
    2...'This is a step towards the reunification of two peoples, who had long been one family but became divided in the past 50 years.' ("two peoples" means two groups of people; "two people" means two persons)

    but, er, a question remains: can "that" not come after comma ?

    is this case the comma seems to be unnecessary but i wouldn't say that a comma preceding "that" is always wrong
