    2-I am happy to be going there next week.

    Both, but they're different. In the first, you're offering to go; in the second, your going.

    That's OK too, perhaps even more common. It all depends on how the speaker sees the timing of the happiness. I am happy now. I'd be happy then. I'll be happy then.
