    Default go around taking names

    Hello everyone
I'd like to ask about the meaning of the sentence "There's a man goin' 'round takin' names."

There's a man goin' 'round takin' names
There's a man goin' 'round takin' names
    He's taken my sister's name,
    And he's comin' 'round again
There's a man goin' 'round takin' names

As far as I understand "There's a man goin' 'round" means that there's a man nearby. But what does "take names" mean?

The man is walking around the area, asking people what their names are, and writing them down. Perhaps he is a police officer, or just a very strange man.
