'Political discourse' is a term commonly used to describe the language used when politicians, commentators and others are discussing politics, so a term like 'full and frank discussions' actually means a row and disagreement.
Political discourse analysis would simply be a topic-based subset of discourse analysis, which can be on any topic and from any context.
