    Default phrase structures

    => Last week, Fed officials expressed very different opinions, with some, including Fed Chairman Ben Bernanke and Vice Chairman Donald Kohn, expressing deep worries about the economy.

    I'd like to freely use a structure formed like "bla bla bla, verb+ing." Red-colored are the same sentences written like "which Fed officials include...," and "who are expressing..." ?

    My question is as follows:
    Do Red-colored sentences are the same sentences written as "which Fed officials include...," and "who are expressing..." ?
