    help me to understand some article!

    1)
    I guess it's related with a reported speech.
    Hence, I think,

    "Pitt said he hoped that groundbreaking would start in the spring and that people would be moving in as early as summer"

    is correct.

    Please tell me why a simple present(hope) and 'will' is used instead of 'hoped' and 'would'.

    2)
    I am always confused whenever reading bare infinitives preceded by a comma.(see red-colored bare infinitives). I think it is a sort of reduced form. Right? What is the previous form? If I know that, I can understand them well.

If I know that, I can understand them well. These are not bare infinitives, but present participles used in a continuous verb form.

    i mean, what are subjectives of closing off , shutting down, and cutting?
