    My question is which is the correct way to say this

    Not I. or Not me.

    The correct way is:
    Not me.
    This is an incomplete sentence, however. There is no subject. It should be, "It was not me." In any case, the rule is that when the pronoun is not the subject, the personal pronoun becomes me.
