    as and when

Martin Hewings' ADVANCED GRAMMAR IN USE (2004 edition) CD ROM (unit 79)has a question as follows:
Most of my colleagues were still working as I left.
I filled the blank with 'when', but the given answer is 'as'. I don't know why I was wrong. Could you help me?

As has the meaning of 'during that time' which indicates an action in progress.

When means 'at that moment, at that time, etc.'
