    letter of congratulation or congratulations

I learned from dictionaries to say 'a letter of congratulation', but on the Internet, I found three times as many 'a letter of congratulations'. Do both sound all right? My question also comes from the analogy with the expression 'a letter of thanks'.

    Thank you very much.
