    Here is the meaning of the mentioned of you idiom "over the top"

    over the top = far more than usual or expected

    1. surpassing a goal or quote, as in

    "The new salesmen are excellent; they were over the top with the first six months."

    2. extreme, outrageous, as in:

    This comedian's style goes over the top. (slang).

    I think the original sentence should probably read

    "This is way over the top!" = This is really too much/too excessive

    "This way is over the top" = This [possible route] is over the top [of the hill].
