    within a certain amount of time
    by a specific time/date

    EX: within 2 weeks. (OK)
    EX: by Friday. (OK)
    EX: by 4 o'clock. (OK)

    So, you mean that " Merchandise must be returned by 2 weeks after a return authorization has been issued "
    is not ok because 2 weeks is a certain amount of time.

    Am I right?
