    C) that
    D) for which
    E) with whom



    what is the answer and why?

    I'd say B is the answer. "I met him in the park, when, however, we had no time to speak." It's a bit odd, but correct.

    Is, "I met him in the park, at a moment when, however, we had no time to speak," clearer to you? Same thing, but the extra words helps the context.
