    No, it's just a phrase, an idiom.

    If I am talking to someone and I refer to something I have just said to that person when I ask "Does it make sense?". Is "make sense" a phrasal verb in this context?

    You must have gotten me wrong, Burwood - make sense will never be the phrasal verb in any context.
